Warning For Crime Fugitives As Former Brookside Star is Arrested

Former Brookside actor Philip Foster has been arrested in Spain after being sentenced in his absence to eight-and-a-half years in prison for his involvement in a £13.6 million fraud.

From our point of view, Foster’s arrest serves as an important reality for people wanted by UK authorities – and that leaving the country does not necessarily bring a criminal investigation or sentence to an end.

Philip Foster Arrested in Spain

Philip Foster, 51, was arrested by Spain’s Guardia Civil in Alicante after featuring in the National Crime Agency’s Most Wanted campaign.

Foster had previously jumped bail and was sentenced in his absence at Sheffield Crown Court in February 2025 to eight-and-a-half years’ imprisonment for conspiracy to defraud.

The case involved a network of sham modelling agencies which took money from more than 6,000 victims over a period of several years. Eight associates were also sentenced for offences involving fraud and money laundering.

Following his arrest in Spain, Foster is expected to be returned to the UK to serve his sentence.

Does Leaving the UK Stop a Criminal Case?

Simply travelling or moving overseas does not make an outstanding criminal case disappear.

Where someone fails to attend court or breaches bail conditions, a warrant may be issued for their arrest. Depending upon the circumstances, proceedings can also sometimes continue in their absence.

That creates an important distinction. Someone arrested overseas may be wanted to return to the UK to face an outstanding prosecution, while another person may already have been convicted and sentenced and therefore be wanted to serve the sentence imposed by the court.

How Are UK Fugitives Found Abroad?

Modern fugitive investigations increasingly involve cooperation between law enforcement agencies in different countries.

The National Crime Agency works with overseas police forces, international partners and UK policing to locate people wanted by the courts or law enforcement agencies.

Public appeals can also play an important role. Foster appeared in the NCA’s Most Wanted campaign, operated alongside Crimestoppers and Spanish authorities. The NCA says he is the 102nd fugitive arrested since the campaign began.

International travel, financial activity, communications and information supplied by members of the public can all potentially contribute to locating a wanted person.

What Happens After a Fugitive Is Arrested Overseas?

An arrest abroad does not necessarily mean somebody can simply be placed on the next flight to Britain.

There are legal procedures governing the return of wanted individuals to the UK. The precise process depends upon the country involved, the nature of the case and the legal arrangements between that country and the UK.

Depending upon the circumstances, issues can arise concerning identity, the offence for which somebody is wanted and whether the legal requirements for surrender or extradition have been satisfied.

Spain Is Not a Safe Haven From UK Justice

Spain has historically been associated with British fugitives attempting to avoid UK law enforcement, but cooperation between British and Spanish authorities has resulted in numerous wanted individuals being located and arrested.

The NCA’s Most Wanted campaign demonstrates how international cooperation can continue for years after somebody leaves Britain.

Foster’s arrest is therefore another reminder that crossing an international border does not necessarily place someone beyond the reach of a UK arrest warrant or criminal sentence.
